Library tech access study

 The American Library Association released a report last week underlining the role of libraries in expanding digital equity throughout the COVID-19 pandemic. Libraries have played an increasingly central role in expanding access to emerging technology, as well as in digital literacy programming efforts with local partnership. This role was made even more important during the pandemic, when patrons were forced to adapt to jarring new realities. The report explores the efforts of libraries to understand and combat the digital divide. Pandemic and digital divide research

 

A recent national report exploresthe impact of the pandemic on the digital divide—the gap between those who have access to devices and connectivity, and those who do not—and its impact on learners. It highlighted several areas that have contributed to the divide—such as a lack of access to devices, limited digital skills, and challenges around engaging pupils online. But it also exposed some of the issues that have occurred because of the divide, likes the disproportionate impact on the learning and wellbeing of the most disadvantaged learners.

Teacher-student digital divide study

 Educators from school districts across the nation – from the most underserved to the most affluent – made significant strides in embracing and using technology tools to start the school year. Unfortunately, that balance still has not been fully achieved by all students.

According to a new study, there remain large gaps in the use of education technology among students from lower-income schools compared with those from higher-income areas.

Through its analysis, LearnPlatform noted that teachers from districts with 25% or more free-and-reduced lunch quickly made up ground on peers from other districts in November in their use of education technology. However, their students were still engaging about 30% less on digital platforms than other students.

The yearlong research, has looked at more than 270,000 educators and 2.5 million students across K-12 districts in 17 states.

Although those students seemed to be on the right track in October, the study said there was a notable drop-off in those gaps in November. In its report, authors said, “If the trend continues, the gap could expand beyond pre-COVID levels.”

One of the many potential reasons for the continuing divide is the sheer number of education technology tools out there. The study noted an analysis of “8,000 tech tools” used by teachers this year, including more than 1,300 in the past month alone. Since March, the authors said more than 70 tools were utilized for math and English courses and that most districts employed more than one LMS plus multiple single sign-on providers.

“The data suggest that having to learn and navigate so many digital tools may be contributing to confusion and disengagement, rather than creating more options,” researcher Rectanus said.

Digital Divide report

 As digital learning is expected to expand, data shows 67% of K-12 schools -- affecting 31.5 million students -- do not meet the recommended threshold of 1 megabits per second per student, according to a national report. Yet, data shows some improvement in median bandwidth per student and costs.

Best practices for online instruction study

 There is no "right" way to adopt remote instruction, according to a recent study. Its review of 12 schools revealed several best practices, including innovative instruction, support for students with special needs and a focus on social and emotional learning.  Among areas of best practices includes providing support and adjustments, innovative instructional approaches; big-picture planning and establishing core principles; designing data-intensive approaches; creating supportive school-student connections; and building relationships with families and communities.

In a second report, researchers investigate the relationship between teachers' reports of their students' internet access and their interaction with students and families during school closures related to the coronavirus disease 2019 (COVID-19) pandemic. These data are drawn from the American Instructional Resources Survey (AIRS), which was fielded in May and June 2020 and included questions to teachers regarding their instruction during school closures as a result of the COVID-19 pandemic. When teachers deliver remote instruction, their capacity to communicate with students and their families is shaped by home internet access. Researchers found that half of teachers estimated that all or nearly all of their students had access to the internet at home, and teachers in schools located in towns and rural areas, schools serving higher percentages of students of color, and high-poverty schools were significantly less likely to report that all or nearly all of their students had access to the internet at home. These data suggest that existing inequities for students in rural and high-poverty schools might be exacerbated by students' limited access to the internet and communication with teachers as remote instruction continues.

Survey of digital material use by teachers

This researh adds new insights from English language arts (ELA), math, and science teachers on their use of digital materials. Drawing on data from the spring 2019 American Instructional Resources Survey, researchers share the digital materials that ELA, math, and science teachers across the United States reported using regularly for instruction during the 2018–2019 school year. Researchers then examine how teachers' use of these materials compares with their use of comprehensive curriculum materials, as well as teacher-reported barriers to digital material use. Researchers also explore several hypotheses regarding factors that might influence digital material use.

Key Findings

  • Most teachers use digital materials both for planning and classroom instruction. However, they use these materials to supplement other curriculum materials rather than as main materials.
  • For all subjects, the top digital materials used during instructional time include a mix of general resources, such as YouTube, and content-specific resources, such as ReadWorks and Khan Academy.
  • Teachers who used standards-aligned curricula, who had more low-income students, or who attended certain teacher preparation programs were more likely to use digital materials.
  • Expense was the most commonly cited barrier to digital material use, even more so among teachers with more low-income students.

How to bridge homework gap with tech study

Enhancing connections between schools and communities could help close digital divides and curb the "homework gap," according to a study of schools in Alabama and Arizona. The study finds that bridging this divide relies on robust in-school technology programs and relevant community connections.

Access to technology-based learning experiences study

A coalition that includes the US Department of Education has collaborated with education leaders nationwide to release a report that offers a blueprint on providing equitable access to technology-based learning experiences. The report highlights key considerations, such as privacy and security, and recommends ways of improving access and instruction.

New OECD Report Slams Computers - and Actually Says Why They Can Hurt Learning

Are there computers in the classroom? Does it matter? Students, Computers and Learning: Making the Connection examines how students’ access to and use of information and communication technology (ICT) devices has evolved in recent years, and explores how education systems and schools are integrating ICT into students’ learning experiences. Based on results from PISA 2012, the report discusses differences in access to and use of ICT – what are collectively known as the “digital divide” – that are related to students’ socio-economic status, gender, geographic location, and the school a child attends. The report highlights the importance of bolstering students’ ability to navigate through digital texts. It also examines the relationship among computer access in schools, computer use in classrooms, and performance in the PISA assessment. As the report makes clear, all students first need to be equipped with basic literacy and numeracy skills so that they can participate fully in the hyper-connected, digitised societies of the 21st century.

Online and offline reading ability

As an extension of traditional literacy, online research and comprehension needs to be addressed. This study examined possible differences in the levels of online and offline reading, focusing on socio-economic situations of the students. Significant gaps occur in both cases.

Literacies divide

Three recent studies reveal the impact of poverty on information and digital literacy.

A new study shows that a separate gap has emerged, with lower-income students again lagging more affluent students in their ability to find, evaluate, integrate and communicate the information they find online. Although the study is based on a small sample, it demonstrates a general lack of online literacy among all students, indicating that schools have not yet caught up to teach the skills needed to navigate digital information. Seventh grade students from a school in a community where the median family income was more than $100,000 demonstrated slightly more than one extra school year’s worth of online reading ability compared with students from a community where the median family income was close to $60,000. Despite the higher rates of academic Internet use among the more affluent students in the study, a little more than a quarter of them performed well on tasks where they were required to discern the reliability of facts on a particular web page. Only 16 percent of the lower-income students performed well on those tasks.

In  a $20 million project carried out there beginning in 2003, laptops were randomly assigned to public middle school students. The benefit of owning one of these computers, researchers later determined, was significantly greater for those students whose test scores were high to begin with.

     Researchers are also documenting a digital Matthew Effect, in which the already advantaged gain more from technology than do the less fortunate. As with books and reading, the most knowledgeable, most experienced, and most supported students are those best positioned to use computers to leap further ahead.
     This may stem in part from the influence of adults on children’s computer activities. At the more affluent neighborhood library,  young visitors to the computer area were almost always accompanied by a parent or grandparent. Adults positioned themselves close to the children and close to the screen, offering a stream of questions and suggestions. Kids were steered away from games and toward educational programs emphasizing letters, numbers and shapes. When the children became confused or frustrated, the grownups guided them to a solution.
     At the less affluent library, children manipulated the computers on their own, while accompanying adults watched silently or remained in other areas of the library altogether. Lacking the “scaffolding” provided by the richer parents, the poorer kids clicked around frenetically, rarely staying with one program for long. Older children figured out how to use the programs as games; younger children became discouraged and banged on the keyboard or wandered away.
These different patterns of use had quantifiable effects on the children’s learning. More affluent preschoolers encountered twice as many written words on computer screens as did the poorer children; the more affluent toddlers received 17 times as much adult attention while using the library’s computers as did their less privileged counterparts. Survey of mobile technologies in schools

Mobile technology is becoming more popular in today's classrooms, according to a recent survey. A majority of educators -- 86% -- who responded to the survey said mobile technology bolsters student engagement, and 67% said it helps support personalized learning. Nevertheless, the digital divide persists.
  • Eighty percent of students in grades 9-12, 65 percent of those in grades 6-8, 45 percent of grades 3-5 students, and 18 percent of K-2 students have access to a smartphone.
  • When it comes to tablets, 45 percent of 9-12, 52 percent of 6-8, 48 percent of 3-5, and 26 percent of K-2 students have access.
  • Sixty-three percent of children from high-income homes have access to a tablet, compared to 20 percent of those from low-income homes. Seventy-five percent of high-income parents and 35 percent of low-income parents have downloaded educational apps for their children.

Digital inclusion survey

This 2014 survey reveals the newest library technology trends: uneven tech growth (slower in rural areas), STEM maker spaces, 3D printing, coding/programming, wifi printing, social media training. Libraries' greatest identified need was more bandwidth, and the chief barrier was cost/money.

Erate digital divide survey

Applications for federal E-rate money show broad gaps between wealthy and poor school systems' access to high-quality technologies, and varying abilities among districts to purchase connectivity at affordable rates, a new analysis reveals. By the measures of the survey, the country's schools—particularly its most impoverished ones—have a long way to go. One of the biggest takeaways from the analysis is that schools with higher levels of technology buy at cheaper prices and spend more money on Internet services.

Women and digital divide report

A recent report urges technology companies, policymakers and nongovernmental organizations to do more over the next three years to boost Internet access among women and girls in developing countries. "Women's lack of access is giving rise to a second digital divide, one where women and girls risk being left further and further behind," said Melanne Verveer of the US State Department.
The report points to stubborn gaps in women's access to the Internet in Africa, the Middle East and other developing parts of the world. It found women are nearly 25 percent less likely than men to be online in those regions, and called on policymakers and technology companies to take steps such as making it easier to access the Internet on mobile phones, allowing free mobile content and boosting digital literacy to shrink the gap.

Digital divide persists as Obama reaches out to tech leaders on innovation, education
Much of rural America remains locked out of broadband access, according to a national study. It found that as many as 10% of Americans cannot connect to high-speed fixed or wireless Internet services.
